The Department of Trade and Industry’s Bureau of Philippine Standards (DTI-BPS) issued the Department Administrative Order (DAO) No. 19-14, Series of 2019, which is the “Technical Regulation concerning the Mandatory Product Certification of Speed Limitation Devices (SLD) and Adjustable Speed Limitation Devices (ASLD)”.

The said Technical Regulation was issued pursuant to Republic Act (RA) 10916 entitled “An Act Requiring the Mandatory Installation of Speed Limiter in Public Utility and Certain Types of Vehicles” otherwise known as the “Road Speed Limiter Act of 2016”, which mandates the DTI to issue the necessary certification attesting compliance with specifications and standards, of speed limitation devices. Moreover, the Implementing Rules and Regulations (IRR) of RA 10916 mandates the DTI-BPS to ensure that all manufactured and imported speed limiter devices purchased separately shall be subject to product certification to ensure compliance with the standard specifications of PNS UNR 89:2016 or equivalent internationally recognized standards.

Thus, the issued DAO 19-14 aims to strictly ensure that speed limitation devices meet the specified safety and/or quality requirement/s under PNS UNR 89:2016 and its future amendments or its equivalent internationally recognized standards.

The reference standard, PNS UNR 89:2016, contains the uniform provisions concerning the approval of the following:

       I.   Vehicles with regard to limitation of their maximum speed
       II.  Vehicles with regard to the installation of a speed limitation device (SLD)
       III. Speed limitation devices (SLD)

A speed limitation device or “speed limiter” controls the fuel feed to the engine in order to limit the vehicle speed to the specified value.

The Road Speed Limiter Act of 2016 aims to pursue a more proactive and preventive approach to secure the safety of passengers and public in general on roads and highways.
