The Department of Trade and Industry’s Bureau of Philippine Standards (DTI-BPS) conducted a series of public consultations on proposed Technical Regulations covering three (3) critical construction products namely: Cement, Ceramic Tiles and Plywood. The session for Cement was held on October 28, 2019 while the sessions for Ceramic Tiles and Plywood were held separately on October 29, 2019. All sessions were conducted at the 6F Center Conference Room, DTI Main Building 361 Sen. Gil Puyat Ave. Makati City.

The Draft Memorandum Circular on the Supplemental Guidelines for the Implementation of DAO 17-06, Series of 2017 seeks to update the reference standards for the implementation of the present Technical Regulation for Cement from Philippine National Standard (PNS) 07:2005 and PNS 63:2006, and their respective amendments to PNS 07:2018 and PNS 63:2019. PNS 63:2019 has merged the two (2) cement types: portland-pozzolan cement and portland blast-furnace slag cement, into a single standard.

On the other hand, the Draft Department Administrative Orders (DAO) on the New Technical Regulations concerning the Mandatory Product Certification of Ceramic Tiles and Plywood, respectively, aim to reinstate the two (2) construction materials in the list of Products under Mandatory Certification of the DTI-BPS. It would be remembered that both products were part of the said list but were delisted in 2015 to further complement the policies intended to fast-track the processing of Import Commodity Clearance (ICC) applications. The two products were instead subjected to mandatory markings and labelings prescribed by DAO 15-01:2015.

Copies of the three (3) draft regulations are available for download at the DTI-BPS website www.bps.dti.gov.ph. All relevant stakeholders are requested to comment on the draft technical regulations until 28 November 2019.

The sessions were opened by DTI-BPS Officer-in-Charge (OIC) Neil P. Catajay while the details of the draft technical regulations were presented by Ms. Maricel A. Reduca, Trade and Industry Development Specialist of the Standards Conformity Division (BPS-SCD).
