To support the government's promotion of electric vehicles across the country for sustainable development, the Department of Trade and Industry’s Bureau of Philippine Standards (DTI-BPS) adopts the following International Organization for Standardization (ISO) and International Electrotechnical Commission (IEC) standards on electric vehicles as Philippine National Standards (PNS):

  1. PNS IEC 61851-1:2019 Electric vehicle conductive charging system – Part 1: General requirements
  2. PNS IEC/TS 62840-1:2019 Electric vehicle battery swap system – Part 1: General and guidance
  3. PNS IEC 62840-2:2019 Electric vehicle battery swap system – Part 2: Safety requirements
  4. PNS ISO/TR 13062:2019 Electric mopeds and motorcycles – Terminology and classification
  5. PNS ISO 13063:2019 Electrically propelled mopeds and motorcycles – Safety specifications
  6. PNS ISO 13064-1:2019 Battery-electric mopeds and motorcycles – Performance – Part 1: Reference energy consumption and range
  7. PNS ISO 13064-2:2019 Battery-electric mopeds and motorcycles – Performance – Part 2: Road operating characteristics

These standards were approved for adoption as PNS by the DTI-BPS upon the recommendation of the Technical Committee on Road Vehicles (BPS/TC 44). BPS/TC 44 is composed of representatives from the Coalition of Clean Air Advocates of the Philippines; Electric Vehicle Association of the Philippines; University of the Philippines Diliman – National Center for Transportation Studies; Don Bosco Technical College; Automobile Association of the Philippines; Philippine Parts Maker Association; Eclimo Electric Management Inc.; Chamber of Automotive Manufacturers of the Philippines; Motorcycle Development Program Participants Association, Inc.; Truck Manufacturers Association; Philippine Society for Mechanical Engineers; Safety Organization of the Philippines, Inc.; Department of Science and Technology’s Metals Industry Research and Development Center and Philippine Council for Industry, Energy and Emerging Technology Research and Development; Department of Transportation – Public Utility Vehicle Modernization Project Management Office; Department of Energy – Energy Utilization and Management Bureau; Technical Education and Skills Development Authority; Board of Investments; and the National Anti-Poverty Commission – Persons with Disability Sector.

These standards provide safety requirements, general requirements, technical specification, terminology and test procedures, which shall benefit the electric road vehicles industry. By making these standards available, players in the automotive supply chain will be well-equipped as it lays down useful references for the designers and manufacturers of electric vehicles, as well as for government regulators, vehicle fleet operators and more importantly, for the buyers of electric vehicles and the riding public.

The DTI-BPS is the National Standards Body of the Philippines. It is the country’s member to the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC).
