Standards Development

The Bureau of Product Standards (BPS) is the national standards body of the Philippines and is a member of the International Organization for Standardization (ISO) and International Electrotechnical Commission (IEC). In the same way that ISO and IEC develops and maintains international standards, BPS formulates Philippine National Standards (PNS) through its Technical Committee Method and Fast Track Method.

Standards Promotions and Media Relations

The BPS promotes its services, plans and programs through the preparation of information materials or collaterals, news and feature articles, messages and speeches, presentations for tri-media, and handouts or modules; coordination and establishment of linkages with the BPS stakeholders; conduct of awareness sessions, training programs, fora, trade fairs, and seminars to clarify issues, concerns and other matters pertaining to standards.

 It also establishes network with trade associations, industry organizations and other government agencies to facilitate communication with regards to implementation of standards.

Standards Monitoring and Consumer Assistance

To safeguard the interests of consumers and to maintain fair trade in the country, market monitoring and enforcement activities are being conducted by DTI Regional and Provincial offices nationwide. BPS develops policies related to standard enforcement and monitors the implementation of standards enforcement related activities based on Department Administrative Orders (DAO) 02:2007, 05:2008 and 04:2008.

Seminars are provided to educate the manufacturers, importers, traders, wholesalers, distributors, retailers on their responsibilities to the buying public.

Product Testing Services

The BPS offers third-party testing of products through its BPS Testing Center, to verify conformity of products to specified PNS. The BPS Testing Center also serves as support to the BPS Product Certification Scheme and to the research requirements of standards development. The BPS Testing Center performs electrical, chemical, and mechanical testing of products primarily to support the PS and ICC certification mark schemes.

Product Certification Program

The BPS operates product certification schemes to ensure quality and safety of products produced locally and those imported into the country. Under the BPS Philippine Standard (PS) Certification Scheme, a manufacturer obtains a license to use the Philippine Standard (PS) Quality and Safety Marks for its capability to consistently manufacture products in accordance with a specific Philippine National Standard (PNS) or an internationally accepted foreign standard. Conformity to standard is determined on the basis of satisfactory results of the assessment of the quality management system of the manufacturer’s production and conformance of product to requirements of specific standard.

 For imported products, the BPS runs the Import Commodity Clearance (ICC) certification scheme. Under the scheme, ICCs are issued to importers whose shipments have been found to conform to the requirements of the relevant Philippine National Standards or acceptable international or foreign standards.

Registration of Assessors Services

The National Registration Scheme for QMS and EMS assessors enlists individuals whose performance and experience have been evaluated and have been found to qualify with an established set of requirements. The scheme makes available to industry a pool of qualified assessors from which assessment services for quality certification to ISO 9000, ISO 14000, product certification and laboratory accreditation can be availed.

Standards Information Services

To cater to the information needs of researchers, the BPS Standards Data Centre maintains a full set of Philippine National Standards and selected international standards. It receives inquiries and fills orders for copies of local, foreign and international standards, catalogues, standards-related publications, and metrication materials.

 The BPS acts as the sole distributor in the Philippines of standards published by the ISO, ISO-member bodies, IEC and other leading standardizing bodies.

WTO TBT Enquiry Point and Services

To contribute to the expansion and diversification of Philippine exports, BPS functions as the WTO/TBT (World Trade Organization/Technical Barriers to Trade) Inquiry Point in connection with the country’s implementation of obligations to the provision of the “Agreement on Technical Barriers to Trade”. The Philippines acceded to the agreement in 1981 under the then General Agreement on Tariff and Trade (GATT).

In January 1996, the Philippines implemented the results of the Uruguay Round of Multilateral Trade Negotiation, which included a revision of the Agreement on Technical barriers to Trade and the replacement of GATT with another institution known as the World Trade Organization as initiated by the leading signatories of GATT. Through dialogues and exchange of information on technical rules and regulations, standards and conformity assessment procedures, signatory countries seek transparency in their international trading transactions. The Code provides a mechanism that helps prevent the creation of technical barriers to trade.

International Relations

The BPS performs and oversees activities concerned with regional and international affairs of the Bureau of Product Standards particularly on the development of Memorandum of Understanding (MOU) and Mutual recognition Arrangements (MRA) in a bilateral and multilateral level.

 Developments in international and regional fora are monitored by BPS, such as the Asia-Pacific Economic Cooperation (APEC) - Sub-committee on Standards and Conformance (SCSC), Association of Southeast Asian Nations (ASEAN)-Consultative Committee on Standards and Quality, Asia-Europe Meeting (ASEM) and International Organization for Standardization (ISO) particularly its Committee on Developing Country Matters (DEVCO).

Special Projects

The BPS strategically links with international, regional and local organizations to implement programs on standards, quality and conformance assessment. The cooperation assists the country in ensuring competitive Philippine products and services based on international standards.

Financial, Administrative, Human Resource Development and Information Technology Services

The Bureau maintains financial and administrative units to support the implementation of its programs and activities. It assures that the staff undertaking standardization functions and activities in accordance with objectives of BPS as a national standards body is knowledgeable and competent.   Moreover, it extends technical assistance to various industry and trade sectors through training programs.   Furthermore, the BPS makes available the information and assistance on standards through information technology. PETC Accreditation Services

In a relatively new scheme - DTI Recognition Scheme for Motor Vehicle (MV) PETCs - PETCs are assessed in accordance with DAO 03:2002. DTI-accredited PETCs are required to align their system to PNS ISO/IEC 17025 for accreditation after a year.
