DTI Sec. Pascual, with BPS Director Neil Catajay and FTEB Director Fhillip Sawali, inspects testing of Christmas lights at the BPS Testing Laboratory in Cavite

Following the visit of DTI Secretary Pascual at the Bureau of Philippine Standards’ (BPS) Testing Laboratory in October, the DTI-BPS released its latest list of certified Christmas lights to guide consumers as they shop for decorations this holiday season.

“We’re looking at two factors – the quality, which pertains to a product’s design functionality, and safety which ensures that the product will cause no harm to consumers using it,” said Sec. Pascual during an interview.

Christmas lights are one of the 111 products currently under the DTI-BPS list of products under mandatory certification (complete list at www.bps.dti.gov.ph). The BPS issues either a Philippine Standard (PS) license or Import Commodity Clearance (ICC) sticker to manufacturers and importers, respectively, to serve as proof that the products have undergone the BPS certification process.

A PS License and the authority to use the PS mark are granted to manufacturers who have successfully complied with factory audit and product testing while the ICC and the corresponding ICC stickers are issued to importers on a per shipment per Bill of Lading/Airway Bill basis after product inspection and testing.

The latest lists of DTI-Certified Christmas lights as of 07 November 2023 may be viewed here.

“The DTI is also strengthening the monitoring of substandard products as we know that there are suppliers and sellers who evade the requirements for these products under mandatory certification that could significantly endanger the lives of our consumers,” Pascual added.

Consumers can verify the authenticity of the ICC stickers they may find on Christmas lights packaging through the ICC Sticker Verification App that may be downloaded via Google Play Store or Apple App Store.

The DTI urges consumers to report retailers, distributors, and manufacturers that sell uncertified items through the Consumer Care Hotline at DTI (1-384) or This email address is being protected from spambots. You need JavaScript enabled to view it..
