DTI Testing Laboratory streamlines testing procedures through Project LISTO

To streamline its procedures on tests and inspections based on the Philippine National Standards (PNS), the Department of Trade and Industry (DTI), through its Bureau of Philippine Standards – Product Testing Division (BPS-PTD), develops Project LISTO (Laboratory Initiative in Systematic Testing Operation) which aims to streamline test procedures through a computer database.

In compliance with Philippine National Standard (PNS) International Organization for Standardization (ISO) / International Electrotechnical Commission (IEC) 17025:2017 General requirements for the competence of testing and calibration laboratories, the DTI-BPS’ PTD currently access documents, PNS and test procedures, manually so that all documents can be controlled. These documents are interrelated which means that when there is a revision or an update on a test procedure, all related documents need to be reprinted and properly marked as controlled and official copies.

This results in delays in the testing of products. A delay in testing affects the companies since they have to pay for storage fees until they pass testing. To make up for their income loss, companies increase the costs of their products, which then affects the consumers.

But now, the DTI-BPS’ PTD has Project LISTO. By referring to a computer database, the test engineers can streamline their operations by having access to their documents at any given time and at any given location. The test engineers of the DTI-BPS’ PTD can revise their test documents and can be immediately used by the other test engineers. Also, the use of wrong standards during test procedures will be eliminated.

According to Director James E. Empeño of DTI-BPS, as PTD is preparing for their transfer to their new office at Dasmariñas, Cavite by 2019, Project LISTO will be a great help. Since the evaluation of reports and licensing are conducted in BPS, which is located in Makati, PTD can eventually update their test reports to BPS through Project LISTO.

With this step to full computerization and modernization, the DTI-BPS’ PTD expects to reduce ten percent (10%) of the time for test procedures and improve their operational efficiency. This will positively improve the service delivery of the DTI-BPS’ PTD to its clients and boost their citizen satisfaction results.
