The Department of Trade and Industry – Bureau of Philippine Standards (DTI-BPS) issues the Department Administrative Order (DAO) No. 19-08, Series of 2019 or the National Recognition for Standards Development Organizations (SDOs). DAO 19-08 is for a national recognition of SDOs to have cohesion of all standards development activities and to optimize resources as well as prevent duplication of work in the development of Philippine National Standards (PNS). The DAO 19-08 tasks the DTI-BPS to maintain a repository of PNS developed.
SDOs are organizations that possess the necessary expertise and have the capacity and resources to develop standards. The following are considered SDOs:
A. Public SDOs – public agencies that are tasked by law – such as the Consumer Act of the Philippines – to develop standards for specific products and services. The public SDOs are:
- Department of Health – with respect to food, drugs, cosmetics, devices and substances.
- Department of Agriculture – with respect to products related to agriculture
- Department of Trade and Industry – with respect to other consumer products not specified above
- Department of Energy – for quality of petroleum products, facilities, energy conservation and efficiency standardization works
B. Private SDOs – private organizations having the necessary expertise and have the capacity and resources to develop standards as recognized under this National Recognition Scheme
C. Other public agencies that are not tasked by law but possess necessary expertise and have the capacity and resources to develop standards as recognized under this National Recognition Scheme
Department of Energy – for quality of petroleum products, facilities, energy conservation and efficiency standardization works
As mandated by the Republic Act 4109 or the Standards Law, the DTI-BPS facilitates the development of PNS. Furthermore, the Republic Act 7394 or the Consumer Act of the Philippines, gives the mandate to DTI-BPS to develop standards for consumer products, including performance or use-oriented standards, codes of practice and methods of tests.
DAO 19-08 enjoins all agencies developing standards to coordinate with the DTI-BPS. The DTI-BPS as the National Standards Body of the Philippines shall provide guidance to the standardization activities for products and services under the SDOs jurisdiction. SDOs are enjoined to have a Memorandum of Agreement (MOA) with the DTI-BPS for the purpose of defining responsibilities for the development of PNS.
The DTI-BPS standards development function has been further enhanced through International network and linkage of standardization activities such as membership and active participation to International Organization for Standardization (ISO), International Electrotechnical Commission (IEC), World Trade Organization (WTO), Association of Southeast Asian Nations (ASEAN), and Asia-Pacific Economic Cooperation (APEC).
This Department Administrative Order shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
