MANILA, PHILIPPINES — The Department of Trade and Industry’s Bureau of Philippine Standards (DTI-BPS), the country's National Standards Body (NSB), has signified as participating member to ISO Technical Committee on Human Resource Management (ISO/TC 260) in December 2021. This provides an opportunity to participate in the deliberation and drafting of International Standards on human resource such as recruitment, retention, development, engagement, and deployment.

Regardless of size, it is important for any organization to be efficient in managing its human resources so that in time of unforeseen disruption, responding to change will not become a problem.

Founded in 2011, ISO/TC 260 is composed of human resource management experts from different member countries of ISO who develop International Standards on recruitment, retention, development, engagement, and deployment. As of March 2022, thirty-one (31) countries are actively participating in the standardization activities of ISO/TC 260, and 28 countries are participating as observing members.

Anticipating the benefit of applying ISO/TC 260 standards, the Philippines is being represented by a registered Psychometrician and Performance Management Consultant, Mr. Juan Paolo Arao. As a consultant, he provides advisory services in a broad area of human capital management services. He is the first Filipino to receive ISO 30414 certification.

ISO 30414:2018, Guidelines for internal and external human capital reporting is an International Standard adopted as Philippine National Standard (PNS) which provides guidelines for internal and external human capital reporting (HCR). The objective of the standard is to consider and to make transparent the human capital contribution to the organization in order to support sustainability of the workforce.

Mr. Arao firmly believes that “people (regardless of position level) in the organization can be seen as an asset that yields return of investment (ROI) contributing to profitability instead of an expense that needs to be reduced.” BPS supports this belief; hence, it has initiated its participation to international standardization.

To be able to translate our output to a national position, BPS will spearhead the organization of a National Technical Committee that will mirror the ISO standardization activities on HRM. Interested stakeholders are encouraged to convey to BPS the intention to participate in this undertaking.

Copies of the PNS ISO standards on HRM are available for a minimal fee from the DTI-BPS Standards Data Center located at the DTI Main Office, 3F Trade and Industry Building, 361 Sen. Gil Puyat Avenue, Makati City. Please take note that compliance to PNS is voluntary in nature and it may be used as reference by any interested parties, unless a Technical Regulation or Department Administrative Order is issued for a specific product or service where conformance to PNS or parts thereof becomes mandatory.
